In 2010, ACLU lawyers wrote to the Colorado Department of Revenue about a policy that unreasonably interferes with the ability of thousands of young persons to obtain Colorado  state identification cards and driver's licenses.  The policy discrminates unjustifiably against American-born children who are Colorado residents and United States citizens, but whose immigrant parents may not be in compliance with federal immigration laws.  As the ACLU's letter explains, in these cases, the Colorado Department of Motor Vehicles will not accept parents' sworn affidavits attesting to the identity of their own children, thus preventing the citizen children from obtaining identity documents.
