Creates a tax credit as an incentive for film production in Colorado. Requires applicants for tax credits to submit scripts to the office for determination of whether the script is obscene. 

Originally, the ACLU took a position of "Amend Oppose." The bill was completely amended, including omitting any required pre-screening of the script or any required approval of its moral character. We have thus changed our position from "Amend Oppose" to "Monitor."
