Creates a property tax credit for parents who take their children out of public schools and transfer them to a private school, including parochial schools. The property tax impact on school districts should drive a fiscal note for state equalization aid to school districts to “backfill” the lost revenue. However, the bill is drafted to specifically prevent to school districts, thus reducing the fiscal impact but making the bill all the more unpalatable to public schools. However, it will still have a fiscal note because lost property tax revenue to counties is required to be backfilled by the state under the terms of the bill.
